Bears have gotten most advancements later in galaxy's cultural age. Living in Rural Prolexia has caused them to not know about the galaxy at large for the longest time. Energy weapons are not their thing, they prefer wrestling and cold steel. Thankfully, their fur deflects some energy weapons and their armor helps with it all even further.
