Ringmaster Stefan Rudari is the ringmaster of the Carnival of Monsters and Mad Men, a group of Vistani from the Shadowfell who have come here attracted by the DuskFeller's extreme power. He has brought a massive group of traders, carnies, and many roving bandits to Metris, and has agreed to do anything in his power to serve Lady Sariel should his people be allowed to stay here.
Ringmaster Rudari holds a Hag's Rabbit Foot, which allows him to siphon extreme power in the form of really good luck from other people's misery. He feeds on the hopelessness of the Misery Resistance and the people they defend inside of the city, and has his people acting as Spies and instigators against the people living in Metris.

Kidnapped as a baby, Ringmaster Stefan Rudari was held hostage by Hags until he was in his late teens. After his escape, he planned to get back to them and take their powerful artifact the Rabbits Foot. He used the Hags Rabbit Foots power to create his carnival after a few years of working as a slaver to charge the arcane device.
