With the events of The Night of Black Blood still firmly in memory, Emperor-Elect Vahalian issues the formation of a dedicated unit whose task is to investigate and punish those in league with The Cult ex Nihil.   Unfortunately, whether intentionally or not, the organisation was soon perverted, utilised by the Cognite Church to target troublemakers, dissidents and, specifically, anyone involved in the arcane arts. A great terror befalls the Empire as families turn upon one another, and the rule of law is abandoned for fear.
