Finest Message
A specially issued notice for news of the highest importance, the finest message is used by officials of the Court and officers of the law to spread information quickly and effectively, utilising the messenger's services. This practice is upheld almost exclusively in the city of Emor, since it is perhaps the only settlement so large that it both needs this service and has the resources and infrastructure to support it.
History
During the Age of Heroes, The Great City of Emor found itself with a decentralised enforcement system and had trouble spreading information effectively to all free agents. It was around that time that the first bulletin boards were erected throughout the city and the noble Messengers profession was officiated into legitimacy under the King's Court. A "finest message" was issued and spread throughout the city with the same haste as a royal decree, the only difference being its strictly informative purpose. It was posted on all boards within the city's boundaries with great haste, and swift of foot messengers would abandon all else and run, sometimes day and night, to reach the necessary parties.
Even though that age has all but passed now, public boards remain an integral part of the city's communication system. The messengers now work in tandem with officers of the law and information has never been spread more effectively thanks to the chain of command system of the armed forces. In these considerably more peaceful times, the finest message is used primarily for news of the upmost importance and has become increasingly more exclusive to the purposes of the Law and related organisations.
Execution
The finest message is issued by a member of the Court and unless extreme circumstances such as a disaster or the utmost urgency prohibit so1, it must be written on parchment or paper and sealed like any official document.
On the messengers side, receiving a finest message holds the highest priority save for a royal decree, and all other tasks are immediately dropped in order to copy and deliver the message within the shortest amount of time possible. While the exact time is known only to the Order of Observers, it is rumoured that some times the message can be well spread throughout the entire city in a manner of an hour or two.
