The goblins come under the leadership of Tla'Harc after researching themselves.
After the Ascention of Quetminook in 63 C.T., the goblins were left largely leaderless. Instead of assuming that the best goblins were those who had already been working with Quetminook, the goblins undertook a great task. They began testing each and every goblin in a number of ways to determine who would best lead them. There were tests of intelligence and wit, of leadership and trust. In the end, they found that the goblin best suited to leading them was Ful'Nakk. He was an older goblin, but who had done an immense amount of research with different teams of goblins who all sung his praises. He was one of the original goblins created by Athneron in Quetminook's image. Goblins far and wide were cheering for this man, this hero to become their leader. Unfortunately, he died of old age before he could be installed. Due to this, the Goblins turned, with markedly less enthusiasm, toward the second most distinguished of their number: Tla'Harc. What he lacked in charisma and personality, he more than made up for with diligence and focus. While he was ultimately able to unite the Goblins, he foresaw and began preparations for when one enclave would not be enough.
