Ocrosia
Ocrosia didn't have a full civilization when the Empire arrived. It was just tribes living in a bronze age setting, so the empire in its infinite wisdom introduced civilization to the tribes. It didn't end well. The natives rebelled. The empire chased the tribes into the mountains, where most of them live in caves to this day.
