Order of the Dragon's Wing
Despite its early beginnings as a ragtag band of Humans and Dragons, the Order of the Dragon's Wing has grown to become a small nation all its own, most well known among the people of the Floating Islands and Southern Lands for being the origin and home of the Dragon Riders.
The Order holds much of the authority and power in the Southern Lands and keep the peace primarily between dragons and humans. Where the border magic fails, they also enforce the Two Laws.
Structure
The Order is run by a council of dragon riders and their dragon partners. Membership to the council lasts a lifetime, but one may choose to retire and recommend a new member.
Directly under the council is a team of elite riders that act as trainers and mentors to the majority of the rest. The remainder of the hierarchy consists of a typical command structure to allow organized flights and training.
Culture
The Order's culture is mainly based on prowess - whether of the mind or in battle. This has made arranged marriages extremely common and has led to a culture of expectation - from the moment a child is born, they are measured for their potential success and moved into a track that is deemed suitable for their inherited skills.
Public Agenda
While much of the council's long-term goals aren't known by any but the most elite Riders, public statements indicate that the primary goal of the Order is to keep the peace and maintain the borders of the Southern Lands.
