Qualifications
While there are no formal ranks among Dragon Riders aside from members of the council, in order to qualify once a position opens, a rider must have been out of training for a minimum of ten years and be seen as an established leader among their peers. If the existing council members haven't heard of a rider before, they are extremely unlikely to be given the position.
The process of qualification can often be a complex one, as both a rider and dragon must be acceptable to the Rider Council and Dragon Council in order to be allowed to fill the open positions. One half of a pair is never appointed without the other.

Grand Masters and their dragon partners keep close contact with those clans with the same element to ensure that the Riders are still able to obtain young dragons that can bond with a human partner. They are also the first to be contacted about any issues between those clans and the Rider organization.
At home, they are also responsible for monitoring the rider pairs in training and ensuring that they learn all they need to about their element and are prepared for the trials to become full-fledged riders. Once they pass their training and receive their assignments, the Grand Master mainly lets them do what they need to unless a serious problem arises.
