Concilium Tribus Provinciæ (Tribal Council)
Overview: The Concilium Tribus Provinciæ (Tribal Council) represents, at the same time, both a political and geopolitical concept. In its geopolitical context, the Tribal Council is the division of Cæsaries Nemus' territorial land into forty-nine distinct Census districts. Being as the main task of the Censor is to keep records of each citizen and non-citizen of the realm, the Census divides the total population of citizens equally between said districts. Of these districts, five of them are sub-divided into Urbana (main citizen cities of the empire), Pagus (all small cities and rural tracts), and Limitaneus (all non-citizens technically living outside of the empire).
Tribus Provincia Urbana Megalopolis / Tribal Province of the Great City: As the capital and home city of Cæsaries Nemus, Kallipolis is home to the most citizens of any conurbation in the empire. The only megalopolis permitted within the empire's boundaries, smaller cities must measure their maximum populations in comparison to the Great City.

Tribus Provinciæ Urbana Metropolis / Urban Tribal Provinces: While not the only other four cities of the empire, the metropoleis of Alexandria, Byzantion, Karthago, and Venezia were honored as Mother Cities of the empire, below only that of the Great City itself. As with upward population limits regarding the metropoleis in comparison to the megalopolis, no other cities of the empire may grow beyond a population of 75,000 people.

Tribus Provinciæ Pagus Antiquo / Ancient Rural Tribal Provinces: Those territories closest to the megalopolis and metropoleis, most settled, and furthest from the borders are classified as Ancient Rural Tribal Provinces. Outside of the Urban Tribes, the Ancient Provinces are also more integrated into Cæsaries Nemus' culture.

Tribus Provinciae Pagus Externum / Outer Rural Tribal Provinces: For Census purposes, Outer Tribal Provinces are physically larger than their Ancient brethren. These are the slightly integrated territories, the Koinon realms still domestically ruled by native lords. Some Provinces are approaching integration, others are not as intent on the policy of joining Imperial culture.

Tribus Provinciae Limitaneus / Frontier Tribal Provinces: Not all citizens live within the borders of Cæsaries Nemus, or even in the Koinon realms. Most are either in the military on foreign bases, or Clan representatives in independent nations. Instead of official Census boundaries, the three Tribes are divided by the continent where said citizens are vaguely located.
