  Description
The center of our world, the symbol of humanity’s cooperation and undying spirit, Dungarstel stands tall above all else. It is the capital of Caligone, and more people live here than in any other settlement. Though it is the youngest settlement by far, its symbolic nature, the safety it boasts to provide, and the riches to be obtained have driven countless people to reside within its walls. It is a hub of trade and strength and intelligence.
With that strength, the weak are kept subservient. Armed guards patrol the streets all day and night, watching for any dissident behavior. The High Council preaches about the greater good of humanity, and any who speak ill of the Council are agents of the Eldritch, wishing death to all of humanity. Thus, dissent within Dungarstel’s walls is kept to a minimum; public executions are common in the areas further from the center.
History
In 262, the High Council was formed, and their first act as a cooperative body was to establish a capital of Caligone. It was a loosely planned city, with its large central castle, Grimtol Keep, built first for the members of the Council. During the castle’s construction, many from nearby settlements set up camp around the construction site. The wealthiest of these people ordered construction of their own homes directly near Grimtol Keep, which forced the poor out to the edges.
In two years time, the walls were built up around it all, secured with runes shortly thereafter. In the years to follow, Dungarstel would only gain more people, but it would not gain much more area. Those now flocking in, if they were not sufficiently resource-rich, were forced into the ever more dense edges, the first to die of the walls were ever to fall.
