Its composition reflects a delicate balance of influence and representation.

Eight members of the High Council were meticulously selected from the neighboring settlements, chosen for their ability to sway the opinions and actions of the masses within their respective territories. These eight individuals, skilled in diplomacy and possessing the charisma to command loyalty, serve as the voice of their people within the council's hallowed chambers.

Conversely, six members ascended to the council through a different path, their authority stemming from various sources. Some earned their seats through popular elections, resonating with the populace's collective desires. Others emerged as leaders in the crucible of military conflict, their battlefield prowess earning them a place at the council's table. A few, with a combination of magical prowess and indomitable tenacity, self-imposed their influence, rising to prominence in defiance of conventional paths.
