The origins of this group predate Kigo by 100 years or so. This is because when the group first started out small with a lot of mobility. And it was more of small individual groups that operated independently of each other. It wasn't until shortly after the founding of Kigo that these individual groups were united under one man., only known as the Weaver. No one knew this man but under him The Syndicate was truly born. Ever since then, the leader is always called the Weaver. (There's been speculation that the man in charge is still the same one who brought the groups together.)
They're purpose is to disrupt and control trade. They will kill, rape, bribe and what ever else it takes to be in charge. But whatever one does, one cannot escape them. Also one does not mess with the Weaver's family in any way. It's a good way to get killed.
