Nova City has a long history of prosperity and growth, and as such, the technological and magical prowess is unrivaled in Caelesti. Government

Nova City is run by the Immortal family and because of this, there is an absolute monarchy that runs the entire city. At the top is the God Imperium who has ruled over the city since its creation by his hands. Under his rule, there has been peace and prosperity, but at times the people grow uneasy knowing that a family of Gods and Goddess rule over the people. While the God Imperium runs the city as a whole, there is a divide of government between the different Mortal races. Throughout the ages of Nova City, the changes in government are described by four periods that cover a vast amount of time and change each. The first governments were in the Material Period, 1,500 CSID - ~37,000 CSID, this period covers over the Stone Age, Bronze Age, and Iron Age. Following the Material Period was the Magi Period, ~37,000 CSID - ~161,000 CSID, this period coves the Ancient Magi Age, Classical Magi Age, and Post-Classical Age. Afterward is the Domain Period, ~161,000 CSID - ~324,000 CSID, this period covers the Middle Age, Renaissance Age, and Medieval Age. Lastly is the United Period, ~324,000 CSID - ~500,000 CSID, this covers the Age of Discovery, Age of Information, Age of Technological Integration, Age of Magi Technology, and Age of Collection. During each period, each Mortal race had their own unifying government but each varied in type and leadership.

Material Period:

The Material Period was the earliest forms of government that emerged while tools were made of crude and unrefined materials. The majority of the governments were clans, and the rest were tribes. The difference between the two was how close together the bonds off the group, in a Tribe the bond was stronger and had more people to the Tribe as seen with the Humans, Dragonborns, and Nymphs. While the Clan was a smaller group and based more on the blood connections as seen with the Elves, Dwarfs, Orcs, Giants, Mermaids, Kobolds, Lizzard Folks, Angels, and Demons.   The Clans and Tribes of the time were small in size, roughly 100 to 500 individuals for Clans and roughly 1000 to 1500 individuals for Tribes, and there was around 500 Clans or 150 Tribes for each of the races. Conflict and alliances between the Clans and Tribes were not uncommon and was usually about hunting rights.

Magi Period:

The Magi Period was the time of great growth for the magic knowledge and at the same time growth for a small class of each race. At this point, the governments start to take on their first run of governments. There are some who changed very little such as the continuation of Tribes and Clans by the Orcs, Dragonborns, Kobolds, and Lizzard Folk. But also the modification to the Commune by the Nymph, which is very similar to the Tribes but more focused on peaceful living. There is also the birth of democracy seen in the Republics by Humans and Angels, but also small groups leading the whole as seen in the feudalism by Elves, and Giants, and the unique mix of Feudal and Republic by the Mermaids, and the Dwarfs with their Oligarchy. Then the Anarchist Demons seemed to lose their sense of a real government for some time. Overall of the governments of the Magi Period all were very simple in nature with no identifying traits that pushed the government into something unique. Between the different governments, there was little interaction, any relationship was simple trade of goods and technology, all groups stayed within their government realm for the idea of purity of their society.   The Orcs, Dragonborn, Kobold, and Lizzard Folk stayed with their small Clan and Tribe groups preferring to stay out of other races' affairs.
The Human and Angel Republics were very simple in nature, a section of their population was allowed to vote in elections that determined representatives in a senate. These elections happened every 5 years, but only saw a portion of their populations allowed to vote, mainly an age minimum and maximum was set in place. However, there was not a single government for the Humans and Angels population, there was roughly 500 of these Republics that operated on their own with conflicts and alliances between them.
The Elve and Giant Feudalism was vast in size but complex in structure, a structure of classes set apart different groups within the Elves and Giants that were separated by wealth and power. The top of this pyramid was the Lords and Ladies of grand Houses, these Houses often wared with each other for control and power. There were two Feudalism systems, one for the Elves and another for the Giants, but for each, there were roughly 300 grand Houses.
The Dwarfs were singular when they turned their skills into vastly wealth oligarchies that continued to feed their pockets, their system was simple, their wealth would stay inside the family and they would continue to make more money as they sold their crafts. In all, there were around 100 wealthy families that controlled a wide range of goods and services.
The Nymphs became reclusive and peaceful in their Communes, they developed a system of the oldest being the leader of their group and subsistence farming. These Communes were very large in their nature, some holding hundreds of thousands of individuals, as such they were only around 20 of these Communes.
The Mermaids combined two governments in their way of a Feudalism Republic, at its very core it was a democracy with added rules. At every 100 years, there would be elections for the three seats of the Royal Houses, these elections were open to any who could vote, of the roughly 400 Grand Houses the top three would become Royal Houses till the next election. The three Royal Houses constructed Laws that fell overall but held no laws on conflicts between the Houses. To make the elections fair, a previously Royal House could not become Royal again till 500 years later.
The Demons during this time fell into Anarchy and chaos, every Demon had to fight for their own survival, some forming small groups that lasted till it was no longer needed, and some were lone wolfs.

Domain Period:

The Domain Period was a time of reform and solidification for the government and society of each race and their relationships. This is when the governments started to take on their own unique spin by each race. But there are some races that did not change very much such as the Orcs and Kobold who stayed with their Tribes. The Dragonborns moved in the same direction as the Nymphs with their version of a Commune. Humans and Angels became more democratic with a Direct and Constitutional democracy respectively. The Elves and Giants saw a seizure of power in Military Dictatorships. The Mermaids combined another two governments with their Monarch Republic, while the Demons finally saw a government in their Monarchy. Most interesting was the formation of the Lizzard Folks and their Confederacy. Each government has its own unique spin on the standard form of rule and each has found stability in their forms of government. Between each government was alliances and conflicts, each group no longer cared about their inward and more about expanding their realm of government.   The Orcs and Kobolds once again stayed with their small Tribes groups, towards the other governments they acted in raids and unprovoked conflict with the others.
The Dragonborns and Nymphs changed and stayed with their peaceful living and subsistence farming.
The Lizard Folk instead of unifying under a single government decided that each shall keep their Tribes' sovereignty but shall act as one government when dealing with the outside governments.
The Humans refined their Republic into a Direct Democracy, meaning that instead of representatives in the Senate, a popular vote would vote in their President and Cabinet members.
The Angels refined their Republic into a Constitutional Democracy, in this style they were able to add other Angel Republics into their own with no change to the government or the representation. At their congress, there are 200 congresspeople that are elected for 5 years.
The Elves and Giants saw a solidification of power into a Military Dictatorship, a strong military House was able to conquer all the other Houses and maintain the control over all the land.
The Dwarfs were able to pull together all of the wealthy families and change them into guilds that would control a large group of skills and resources, after this coalescence, there were 7 guilds. To form a government, the guilds came together for the Guild Council where each had one vote on any law or action of their government.
The Mermaids removed their election of the Grand Houses to Royal House and choose to have only one Royal house stay as Monarch while having a congress that had Houses elected to instead. At their congress, there are 420 members that vote to make laws and actions, but the Monarch signs the laws and actions into effect.
The Demons were able to come together to form a coherent government, after all the fighting between themselves they solidified the power into a single Monarch.

United Period:

The United Period saw the advancement of technology and magical technology and the creation of a council that allowed the race to make decisions together. After hundreds of thousands of years four of the races, Humans, Elves, Giants, and Angels, decided to create a council that will act as a united front for all the governments. All except the Kobold and Lizzard Folk joined the United Council of Mortal Races, the Kobolds and Lizzard Folk continued with their Confederacies. However, do not mistake the United Council as the sole government between the races, it is more of a higher government, the individual races still have their own governments but all member races must follow laws placed by the United Council. But the United Council does directly control a section of Nova City, this section is the home to the Nova City Palace and allows all the Mortal Races to move freely into and out off this section of the city.   The Kobolds and Lizzard Folk were the only races that declined membership into the United Council, wishing to not add another layer of government to their Confederacies.

Defences

The city has only one defense, a massive wall that spans the outskirts of the city. The 30ft walls stand tall 5 miles outside the city, allowing for green land and pastures inside the walls. The walls are guarded by a race of beings called the Guardians called Custos. The walls go from the coast into the land and reconnect to the same coast a few million kilometers away. In total, the wall holds the Mortals in a 30 million square kilometers.

History

Nova City was first made in the year 1500 Caelesti's Interstellar Drift(CSID) by the God Imperium to hold the First Mortals, the first inhabitants were the Gods and Goddess of the Prime Generation. From them, the Human race, along with the Elves and Dwarf were made to grow and live in the city, the races were granted the most basic of knowledge to farm, build and to grow and learn. In the year 2000 CSID, the feyfolk and animalfolk were made, but they did not last for long, after 250 years the feyfolk and animalfolk disappeared overnight. Every once in a while, a member of the lost races pops up for a day, but then disappear again. The Orc and the Dragonborn came next in the year 2300 CSID, their addition caused an unease by the Humans and Elves and made them resentful to the new two races.   The resentment between the races came to a boiling point in the year 2620 when the Humans and Elves forced a campaign of extermination of the Orcs and Dragonborn. For 15 years the genocide persisted until the entire Prime Generation came down from their palace to put an end it all, from the 40,000 Orcs, only 5,000 remained: from the 35,000 Dragonborn, only 3,000 remained. To atone for the destruction the Humans and Elves caused, they were placed into domestic servitude of the Orcs and Dragonborn until their population matched they did before the genocide. This process lasted until the year 2900 CSID when the populations of the races came back to pre-genocide numbers. This series of events came to be known as the Orc-Born Genocide and the Human-Elve Retribution.   In the year 3000 CSID another race was created and let to live within the city walls, the Nymphs, and every thousand years another race was introduced into Nova City. Next was the Giants, followed by the Mermaids, then Kobolds, Lizard Folk, Angles, and finally the year 9000, Demons came to the city. During this time of integration of races social tensions between the older/established rases and the younger races rose but each time they were quelled by the Dwarfs.   After the last of the species joined the city, they lived in peace, but due to their isolated area technological and magical growth was slow. It was not until the year 500,000 CSID that Nova City is at where it is today at peek knowledge gained about all technologies and magic. Upon reaching this stage, the city had spread to the massive size of 25 million square kilometers, Imperium along with the Prime Generation, Secundus Generation, and Tertius Generation decided to spread the Mortal races out among the other stars and planets. All Mortals that left had their memory wiped of all technology and magic knowledge. Across hundreds of planets, the races were put in groups, some only had one race while others had multiple, and many more races were created for a single world.   Ever since groups of the Mortals left, the people left living in Nova City found a new purpose: to watch and record all the knowledge and customs of every planet with sentient beings.

Architecture

From the outside, the city looks like a futuristic sci-fi city with tall skyscrapers, but past the skyscrapers are the older building that looks from the Victorian Era. This style stays till the end of the city, where the grounds of the Gods/Goddess are, these buildings are in the style of the Romans but have modern tech running throughout the building. Despite looking the eldest of the structures they are the youngest and most maintained as the Gods and Goddess themselves live among them.

In total there are 35 million square kilometers of land that is surrounded by the walls, 25 million is used for the main city, 4 million for agriculture, and 6 million for suburbs, are rural lands.
