Agapadelphos

They are the bastion of what they call "lazeiz-faire, or if you must use Luddish, "unrestricted" trade. To call it "free" trade is a grievous insult! After all, it's not like they're just giving it away!   They are the unlikely coalition of what was once four individual cities into an anarchocapitalist wonderland, that is a major trade hub between The Remnant Archipelago and Mundus.   There aren't a whole lot of laws in Agapedelphos. The big one is the Axiom of Non-Aggression, usually just called the Axiom. It holds that aggression, defined as forceful interference with an individual or their property, is inherently wrong. It allows for force to be used in self-defense (ie, against an aggressor).   Beyond that, well, as the locals often say, "caveat emptor, bitch". In Agapa', you can find just about anything you can think of - provided you can sift through the grifters and con artists.   They were saved from the Orcs by the weeping death, and saved from the weeping death by the arrival of the Silent Empire, whose clerics were able to halt the spread of the plague. Slavery is illegal in Agapa' as it is throughout the Silent Empire) although this wasn't always the case. Underground slave rings and humanoid trafficking are an ever present issue for the local Mundan liasons, as is regulating the compromise system of indentured servitude.
The city is famously atheist, having no established temples up until the Empire established a foothold, but an unusual new religion has taken root a few years ago, with a strong emphasis on charity and care for the less fortunate (and some odd customs).

  A little more than 50% of Agapedelphians fears all magic users, and supports their execution. The rest don’t really care unless it gives them or their enemies an advantage.

Government

Minarchy. There is a sole executive, the Trade Prince, (or King of the Rats, among detractors), but they're largely there to handle the militia, law enforcement, and fire department. The latter is a new addition, as they finally got fed up with having to rebuild half the city after someone welched on their fire protection contract.   Nowadays, they're mostly just a liaison with their long-suffering Mundan representative. The most hated role in the city, given that it's technically their job to make sure taxes get paid. Consequently, there's a fast turnover rate. The Trade Prince is chosen by individual democratic vote, but how egalitarian this is in practice is debatable - voter manipulation and patronage (like Gilded Age City Bosses) are a growth industry during election cycles, and is one of the main ways wealth gets redistributed back into the lower classes.   The current Trade Prince of Agapadelphos is a balding, beardless Dwarf who answers only to "Frank". Nobody has proof, but rumors abound that Frank has worked out a system by which those in his favor can skimp on their Imperial taxes, and those on his shit list pay more.

Infrastructure

Hydroelectric power via dams. The streets are lit, and individual residences are on the grid if their owners can afford it. Light is a pretty obvious symbol of prosperity, once the sun goes down.
