Mundus

The Mundan Empire exists to protect the world from the dangers of magic. From his Clockwork Palace in the capital of Luddgate , the Emperor (Emperor Edgar Roni Sabin Figaro Norton III) rules over his subjects and ensures that his empire has the latest and greatest in technological marvels. The Empire is the peak of technology on Cadeia - roughly around the same level as late 1800s/early industrial revolution. Steam power, rifled barrels, and clockwork are commonplace, and railroads are imminent.
Magic is illegal within the Empire, and is punishable by death. Magic destroyed the world once - and the Empire exists to ensure that it won't happen again. Unfortunately, the Empire has no way to detect magic users or magic use through technological means. To enforce their law, the office of the the Inquisition was established.    
Firearms are commonplace within the empire - indeed, as part of the naturalization process, all citizens are given a musket, as a symbol of the Silent Majority's revolutionary roots. Open carry is the law of the land -concealed carry however, is taboo. If you're willing to hide something as simple as a gun, what else are you hiding? Concealed carry isn't illegal, but being caught committing a crime with a concealed weapon could carry harsher legal penalties.
The Empire counts among its subjects a number of city-states, which were collected through diplomacy and mutual aid, when they agreed to bend the knee. The smaller settlements and villages that resisted, or worse, fought back magically, were destroyed, but that's not particularly common knowledge. The Dwarven House in the Rock  is not technically a member of the Empire, but they have a trade agreement - raw ores for surface goods, and the Empire keeps their noses out of Dwarven business. As long as the Dwarves keep things nonmagical, the Empire is happy to comply.

Structure

The Emperor holds the highest power. The Emperor is a lifetime appointment, upon which a new Emperor is selected. Succession is meritocratic - Only the best in their fields may campaign to become Emperor.

Stabilize and protect the world by eliminating the destructive force of magic.

Assets

Multiple city-states worth of gold and material goods. They import ores from the Dwarves, but they have something of a monopoly on salt, having access to the nearby salt flats.   They have a serviceable navy, but are largely focused on their ground forces, as the Desolocean makes sea routes unreliable. The Imperial Navy's main role is protecting sea trade to and from Agapadelphos across the Rima Airon.

History

Around 700 years ago, there was a civilization of refugees from the Lost Age who hid in a pocket dimension, and founded Nethisia with the help of other non-magical survivors, including a large number of the surviving gnomes. Unfortunately, the society they built was essentially magocratic apartheid (with a non magical underclass).
The magocrats grew decadent and cruel, and laughed as the muggles played and tinkered with their toys - Using explosions to fire missiles? It's like they're pretending to be mages! They must have been very surprised when the rebellious "Silent Majority" took their newly made (mass produced) muskets and used them to overthrow their former masters. From this revolution, led by a mere janitor, Nodwick Ludd - an empire was forged.
