Mages' Association
While not the end-all/be-all in regards to humanity's forays into magecraft, the Mages' Association is the predominant governing body, and to cross the Association is to walk a very narrow ledge with a gale.

History
The Mages' Association has been around for centuries. In its infancy, the Association was simply the group of apprentice wizards and mages under the tutelage of Merlin. With the renown these apprentices gained once they left the great wizard's guidance, mages across the lands sought them out. Within one hundred years, the group of ten had turned into a guild of five hundred strong. With the rise of the Catholic church's power and influence, however, their prominence moved to secrecy.
Based in London, the Mage's Association has been in a perpetual state of 'cold war' against the Holy Church since the later's establishment in 1233. Through the centuries, the Association has evolved from a simple guild of master and apprentice mages and wizards to the full governing body of magic-using humans.
An order of enforcers called 'Executors' act as the Association's military and hunters. They are the mages tasked with fighting against the forces of the Holy Church when, inevitably, the Church decides to truly try and stamp them out. They also are tasked with locating any new magic user before the Church's 'Exorcists', either bringing them back to the Association or removing them from possibly becoming a Church puppet.
The Association also has an order of 'Wardens'. These are mages tasked with policing the use of magic, and ensuring mages follow the Laws of Magic, and delivering punishment to those who break them; often times through summary executions.
