Dharaka'Lamash
Dharaka'Lamash is the ancestral home of the only ever known Mer Empire and in the Common Era the capital of the Mer'Undine Empire. Located off the Southeastern shore of Terra Carte on and round the Kaleth Archipelago. The city proper lays more than a league beneath waves to the Southwest of the archipelago though the islands themselves boast impressive ports and trading centers.
Government
Dharaka'Lamash is ruled by a council of Merfolk nobles, elected Undine, and a handful of Shahzada Marid - water Genie's of noble lineage. The Marids are seen as heads of the council though historicaly they are capricious and fickle relying on, and often chaffing under, the constraint of their mortal counterparts. This council is divided into several courts overseeing various aspects of the Mer'Undine Empire from taxes and trades to military and diplomacy. While these segregations are well defined, the lines between them blur with some council members holding roles in more than one at a time.
