Pandonnel

A massive city bustling with activity houses a diverse population. A large keep sits atop the central hill overlooking its dominion. The densely packed city still holds some of its feudal roots.

Government

The Council of Seven is the ruling republic with the king being the 7th vote and only casting a vote to handle split decisions. The Six Members who vote on matters are 3 Guilds 2 Houses and the Agritor- a Community selected leader. The two houses that have a vote Earl and the Viscount. The nobility tend to meet before council meetings to confer on how they should vote.   The Agritor is selected by the people of Pandonnel who do not belong to a noble house or guild. How the people decide is up to them(There are no formal laws on the Agritor selection process) currently each district has a leader the Smaller leaders gather and cast votes for the Agritor every 9 years.

Defences

The main keep is heavily walled off with palisades adorning the roads on the way up. The keeps perch atop the hill offers it a good line of site against all invaders.

Industry & Trade

A massive jail manages to provide a decent basis for this community. Pandonnel has prisoners/convicts sent to them for a fee based on the duration of the prisoners sentence. Pandonnel has no issues feeding those jailed due to the massive ammount of farming that occurs around the town.   Breweries are very common in this area and Pandonnel is viewed as being the source of the best ale and whine and spirits in the continent.

Infrastructure

Inside the city there are a few watermills that sit on the small river that runs through the city. A large number of windmills sit outside the city as the planes allow them to harness the heavy winds that rip through the country side. Sewers run under the city dumping out down stream from Pandonnel Cobblestone roads adorn the nicer parts of town becoming dirt as they progress into the less affluent parts of town.

History

The Town organically sprouted around a Castle initially a small serf kingdom the 7 closest families initially became the nobility but some families lost favor or land thus losing their noble status. Currently only 4 families remain in the nobility with only 2 holding a vote. After the city began to grow the government changed, the nobility became members of the ruling council. As the city grew even larger the ruling council evolved each member of society wanted some form of say. The vestiges of the old government refused to fall away creating a split. The citizens stopped the import of goods to the ruling council (an event called the uprising). The nobles managed to come to an accord with the citizens of Pandonnel by giving up some control of the government, managing to keep their hands in the pot by saying they had experience and wisdom on their side. The Citizens managed to take half the votes in the council with general citizens electing a figure head and agreeing the guilds should hold most sway and grant them three of the votes. The City's large prison was originally constructed by the third king (Korbin Hepsford) Korbin constructed the prison to control the people around the castle. Korbin had a prison constructed that was roughly a quarter the size of the castle. Korbin used the prison and would imprison those who questioned his actions

Architecture

The vast majority of the buildings are wood from the nearby Elvin wode although the more affluent members of society build their houses from stone brought from the quarries to the south.
