Elections

A candidate for any public office has a trial period of 2 years after which a second election is held where people can either vote no confidence or officially elect the candidate king. Same goes for local lords.   "Block voting: A system in which electors have as many votes as there are candidates to be elected. Counting is identical to a plurality system, with the candidates with the most votes winning the seats. " - http://www.fairvote.org/electoral_systems#research_electoralsystems101   modifications: maybe as many votes as there are candidates ?  

Military Service

Rotating mandatory military service is required. A town generally owns it's own equipment which it gives to the seasonal conscripts the town contributes to the lords army, some of which are then sent on to the national army. Spare and old equipment is generally used by a towns militia which are locally run.   This means often there can be large gaps in how much current equipment a military group has from place to place.  

Constitution

There is definitly a constitiution. Points: *Manditory military service - x% of the pop at a time from each lords land, up to lords to choose how many people drafted into their own army, but people server for a year and a day
  • gov only provides uniforms, people responsible for supplying own weapons and stuff
  • *while rulers are elected for life, it is definitly okay to kick one out via force, and the responibilty of citizens to do so to preserve the country and consitution   -Structure --duties of officals --delegation of power to lords, and individual towns/communes/local units of whatever   -amending this   -rights   -trade/international deplomacy   -money   -military   -judicial stuff (see organization structure)  

    Economy

    Not exactly a command economy, people still do what they want, but society expects people to learn skills and work to make money for the community. People get to use _____(some) of their capitol for their own benefit and on quality of life, but most goes to the local lord to use on the community and some more to the king to improve the kingdom as a whole. The king should generally redistribute money to help less prosperous regions, but this is more strong tradition than codified law.   The flow of money is as follows individuals labor ->own quality of life -> town -> local uses (like military equpment, the milita and utilities) ->Local lord -> investments in the region, and industry -> themselves and goverment -> King -> self and gove -> science and national research -> national interests and running the country

    Structure

    There is an elected executive, a house of lords that advise the king, and a mutually exclusive deligation to the Ievahed World Congress. Accept for the king, a local lord can either advise the king in the house of lords, or be apart of the delegation to the World Congress.   All elected officals are expected to work for the good of the country, and must spend at least half the ______ (year?) at home ruling and helping their domaign.   Lords are expected to manage the total wealth of their area and invest at least __% (95%?) back into stuff like infrustructure and industry.      
    Delegation
    The delegation to the Ievahed World Congress is distinct from the House of Lords so no one official has too much control over the government, other than the king.

    Public Agenda

    Oppose imperalism of the big three powers, maintain independence while still participateing in the world congress.

    The king is elected on the death of the previous monarch.  
    House of Lords
    The house of lords advises the king, and helps to run the country. Elected by the people they rule. Lords are elected for life, however, legally most places have provisions for the removal of a lord by secret referendum, and nationally the write to overthrow a bad lord is protected in the constitution.
    Judicial Body

    Lords

    expected to handle local disputes, but can allow towns to elect thier own judges, but the lord canot remove a judge elected by a town, and must allow all elected judges judical authority, or none at all. The lord cannot appoint their own judges. Additionally, lords are responsible for enforcing and stopping any consititutional violations by the king.

    King

    solves disputes between the lords, and stops any constitutional violations by the lords.

    general concept: "socialist, collectivist, feudel democracy"   Similarly fuedalism used here refers more to the decenteralized nature of the goverment with power being controlled by a few people, or in this case more so a few people chosen to wield power with consent of the majority.   Note to self: make a subculture for here!
