Safewater Tokens
Description:
The Safewater Tokens are a group of circular tokens made of a crumbly gold metal and are marbled with Maizina. On either side of the Token the words "Safewater" can be seen in raised lettering on the upper side of the coin, the lower side has a series of circular bubble shapes on them.
The coins are each crumbly with even a slight amount of pressure enough to cause some of the material to break away and into the holders hand.
Stats:
As an Action the holder can crumble one of these Tokens and sprinkle the remains into a river it causes the following effects for 1 hour:
The waters calm to a gentle current.
Any water-dwelling Beasts (Beasts with Waterbreathing or an inherent Swim Speed) with an Intelligence of 3 or lower are calmed and are indifferent towards passing Humanoids.
Any water-dwelling Beasts (Beasts with Waterbreathing or an inherent Swim Speed) with 4 or above Intelligence must succeed at a DC15 Wisdom Saving Throw to take offensive action or attack any passing Humanoids.
The effect on any water-dwelling Beasts ends if they are attacked.

These tokens are clearly magical but the precise nature of the magic is unclear, combining Enchantment, Evocation, and even a kind of unknown or alien magic which hasn't been seen before.
