Whiteneedle

As the northern of the two opposed tower cities inside the hollow of Ruathawaul, it attracts people by the thousand. Not all remain, infuriated by being utterly disenfranchised by the government. That is not to say that rights and privileges do not exist in Whiteneedle, only that each individual must prove they deserve such consideration. Whiteneedle is the preeminent city regarding education and intellectual pursuits such as maths, sciences, philosophy, and to an extent, art. Privilages as a citizen of Whiteneedle are attendant on completion of academic studies. The decree of privilege is determined on how well a student acquits themselves as a scholar. It has an Oligarchic Geniocracy composed of three councils with increasing requirements for intellectual capacity. The Outer Council serves primarily as a buffer between the Inner and Central Councils, and the public. The total number of seats depends on the size of the population of Whiteneedle and the sole requirement for joining or remaining in one of the councils is intelligence, though in some cases intense creativity or artistic merit will suffice.
  Whiteneedle is a tower city and spreads from the immense central tower in neat radial boulevards. The tower disappears into the glare of the great orb of light the educated residents call the Luxa, far above. The city is organized into six rings spreading from the tower at the center, one for each of the castes and they are counted from the ring farthest from the tower. There are four quarters by compass direction, again with the tower at the center, and each quarter is divided into districts named after the overseeing council member. An address would read: "Fourth ring, east quarter, Eladdet district, Ungrender lane, unit 27." To find it, you would enter the city from the east side, travel through three rings towards the tower and on entering the fourth ring, locate Eladdet district on the map at the gate and make your way there. That is assuming you had the appropriate priviliage to be in the fourth ring, or a letter or token from the resident.
