Practitioners of Magic
All mages, druids, clerics, sphere casters, other magic users, whether divine, arcane, physic, sphere, Kineticist, or Alchemist must be in the possession of a Caster’s Permit at all times. A Caster’s Permit can be applied for at the city hall in the government district if both identity papers and an explanation from where their magic power came from are provided. A Caster's Permit is provided free of charge when a Caster registers for the first time.
When a caster is caught without a permit, or an insufficient permit, their right to use magic within the city limits and the area around the city walls will be stripped away from the caster and they will have to serve a jail sentence of minimum one week, and additional time depending on past events and criminal record. Afterwards they will be tried and put on probation.
All casters are supplied with a Caster's Permit for using cantrips and level one spells without cost, but one must pay to update their permit accordingly
Summon Creatures
Calling forth or summoning higher powers from other lands and planes within the city proper and the areas around it and outside it will now be illegal. Spells which summon only an image of a creature, such as the Summon Monster and Summon Nature’s Ally spells, are exempted from this rule as they are only temporary. Familiars and other magical companions must now be registered and marked on a Caster’s Permit. If any damage is caused by the summon creature, whether to private or public property, the caster is held liable and must pay for the repairs.
Anyone who breaks this law risks a fine of 100gp* (Spell Level²) and a revocation of their Caster’s Permit for a number of days equal to the (Spell Level³).
Scrying
Employing magical means to scry and spy upon residents of the city and locations within and around the city are now outlawed. Those who break this law will receive a fine of 100gp * (Spell Level²) for doing so and a revocation of their Caster’s Permit for a number of days equal to the (Spell Level³).
Enchantment Magic and Mind Control
Spells, Spheres, and Magical effects, which force another sentient creature to do the caster’s, or another’s, bidding are strictly forbidden. All charm and compulsion spells and effects fall under this law.
If such spells and effects are employed, a fine of 100gp* (Spell Level²) per target, must be paid for the use of the charm spell or effect. Those who employ compulsion spells or effects receive a fine of 200gp*(Spell Level³) per target of the spell or effect and will lose their Caster’s Permit for a number of weeks equal to the spell level² used. Those who employ these kind of spells and effects will also be placed under strict surveillance in the immediate future.
Further punishment may be applicable if the target of the spell or effect has been slandered or otherwise negatively influenced during the period in which the spell or effect took place. The caster of the spell or effect in question is held responsible for any and all damages done by and all crimes committed by the subject of the spell or effect.
Curses and Permanent Negative Effects
Casting a spell or effect that curses or places a permanent negative magical effect on another individual within and around the city proper is now illegal.
If such a crime is committed, the caster must pay for the removal of the spell or effect and pay a fine of 100gp* (Spell Level²). The caster will lose their permit for a number of weeks equal to the spell level used.
Public Health and Safety
Spells and effects which threaten the public health are forbidden from ever being employed. This includes spells and effects which mimic poisons or cause diseases.
Those casters who use these kinds of spells or effects must pay for the recovery and cure of their victims and pay an additional fee of 100*(Spell Level²)gp.
Necromancy
All spells and effects of the necromantic arts are strictly forbidden from use, regardless of their effects or the intention of the caster.
Necromancers, or any caster who uses such spells or effects, must pay a fine of 200* (Spell Level²)gp and have their Caster’s Permit stripped from them for a number of months equal to the Spell Level. Furthermore, the caster is liable and must pay for the cleaning of the effects which they caused, including the cost of reburying the dead, and any damage the spell or effects caused.
Collateral Damage
Casters and magic users are held responsible for any and all collateral damage as a result of their casting. They must reimburse any and all damages they have caused to the appropriate party.
Magical Items
The creation of magical items is also regulated by the Elenalean government and the Academy. Anyone wishing to create magical items or sell magical merchandise must also apply for a permit. These permits fo for 200*(Maximum spell level capable of casting^2)gp.
Those selling magical items must record their sales and also pay 15% of the price as a tax to the city of Elenalean.
People using magical items to commit crimes will be punished in the same manner as described by the laws of this new chapter. Furthermore, people using magical items for crimes are forbidden from buying and or selling magical items for the same time as a Caster’s Permit would be revoked.
Government Usage
Member of the Government and government agencies, may break these magic laws where public safety and health is concerned or when an individual or party is seen as a threat to the city. Such use of illegal magic must first be approved by either the Commissioner Supreme, the Commissioner-General, or the Council of their respected city. Those using these spells or effects without such an approval will be judged and tried by the Court and Council.
