Timothy Dugan (a.k.a. Dum Dum)

Dum Dum and Jim are very close to Jim's niece. After Howard Stark's death, they connected with Tony Stark as well. They often spent time staying in Stark Mansion.
In February of 1993, a Bombing of the World Trade Building caused James Rogers to reveal himself as alive. Tony learned that Dum DUm was the person who stopped Steve Rogers from searching the ravine for Bucky. Tony then explained the history with the Winter Soldiers and James's current condition.  Dum Dum nearly dove back into the bottle when he learned that.
Following this, both decided to stay in Stark Mansion temporarily to assist James in his recovery and Tony in his plans moving forward. Dum Dum spent much of this time working on mechanical things he thought James would appreciate, starting with lock picking.
Jim and Dum Dum become a favorite uncle to many who frequent the Stark Mansion and eventually claim a shared bedroom. It is heavily implied, though never outright stated that they sleep in the same bed.
When Jack Murdock starts working for Tony and James at Stark Industries, Dum Dum and Jim take over a lot of the babysitting roles for his son Matt Murdock.
Both men are on a plane that crashes in Sept 10, 2001.

Personal history

Dum Dum was born in Boston. His younger brother was born a few years later. His father was a drunk and died of liver failure when Dum Dum was young. Dum Dum entered the Military out of high school. He earned the nickname "Dum Dum" due tothe suckers he loved. All his money was sent home to help his mother and brother.
After WWII started, he joined Bucky Barnes (James Rogers) and Gabe Jones in battle and was captured at Azzano. Along with others, he was rescued by Captain America(Steve Rogers). He then joined the Howling Commandoes under the command of Captain America and the Direction of Chester Philips. Following the (supposed) death of Steve and Bucky, Dum Dum assumed command of hte Howling Commandoes and continued the fight.
During this time, his mother died. His teenage brother tried to survive, but ended up in jail. He died in 1950, shortly after Dum Dum returned from the war. With no family left, and the trauma of the War, Dum Dum began to drink himself, loosing himself in vodka.  He stopped talking to his comrades.  When Fresno came to visit, Dum Dum actually threw glass bottles at him.  Fresno was stubborn and got him showered and sobered enough to move him to California.
Shortly after the war, Jim Morita heard that Dugan was having difficulties following the death of his own family. Jim returned to Boston, packed up Dum Dum's stuff and moved him to California where together they opened a repair store. Jim repaired electronics and Dum Dum repaired larger mechanics. It was during this time that Dum Dum became a near alcoholic, drowning his depression in Vodka. With Jim's help, Dum Dum puled out of depression and moved on.
In the early 70s, Jim's brother-in-law moved to Philadelphia for work. Jim and Dum Dum moved the repair store at the same time, moving to Philly until the mid-80s when Col Chester Philips died. Later, they moved to Boston, again following the family.

Mental Trauma

-Dum Dum lost many soldiers during the war, not the least of which a longtime comrade in Bucky Barnes (James Rogers).
-During WWII, while he was away, his mother died, leaving his teen brother to fend for himself. By the time Dum Dum returned in 1948, his brother was in jail. He died in 1950
-Dum Dum began drinking heavily. in times of stress, he still resorts to self-medication with vodka

History

They met at Azzano, when they were rescued by Captain AMerica.  Dum Dum made a comment abut how Jim was Japanese.  He responded that he was born in Fresno California.  They both were part of Howling Commandoes until the end of hte war.
Shortly after the war, Jim heard that Dugan was having difficulties following the death of his own family. Jim returned to Boston, packed up Dum Dum's stuff and moved him to California where together they opened a repair store. Jim repaired electronics and Dum Dum repaired larger mechanics. After Howard Stark's death, Tony Stark reached out tot he remaining Howling Commandoes.  Dum Dum and Jim Morita started spending a lot of time with the Stark Family and eventually was seen as a pseudo-uncle for Tony.  
Tony came to depend on them for emotional support and assistance with the various kids who Tony helped.
Dum Dum died the day Tony was rescued from terrorists in 2001
