Laelites

The Laelites are a group of Shifter and a few other hanger-ons that follow The Lael. Their intent is to implement the Lael's plan to subjugate non-shifters to shifter rule, with it as their leader.
It does not seem to bother any of the shifter followers that the Lael does not appear to be a shifter.
