The Conservatoire of Penzance is the premier institute of magical learning in Thalassocracy of Chel. It is publicly funded with money coming from a taxes along with grants from the merchant houses. Most wizards and scholars of Chel have studied here. Its library is one of the largest in the Jukano Gulf.
