Celsa (C)
Structure
Terraxian city-states were each led by a Governor. This governor was in charge of the city and was seen as head of a sort of royal household. Below them were the lords and ladies of the city which acted as district leaders, one leading the economic district, one leading the agricultural district and so on. Then it would go down to a council made mostly of the lords and ladies but also held representatives from the common populace, this being aptly named the Council of Representatives. Below them would then be the military and below that the common populace.

- Allied with Terranon during the The 200 Year War, causing conflict with Talor, which had been wanting much of Celsa's land for a long time at this point.
Disbandment
Disbanded after their annexation by Talor in The 200 Year War.
