King of Pirates Aman De Valdez (a.k.a. Bloody Valdez)
The current head of the Iron Gulf Flotilla, he directly oversees all trade and economic transactions in the area. Valdez being in this position of power has built up the town of Rockkeep to oversee his naval flotilla and defend his considerable wealth.

Personal history
Born and raised on ship around Rockkeep,
Raised under First Mate Mckinnon on board The Pyre(a ship that was nearly destroyed when set ablaze in the harbor.) who while strict was capable and education in his duties as caretaker.
When Valdez was old enough to work alone or without aid he was passed the ship working various duties to support ship operations
Over the course of his youth and his early adult years he became a formidable navigator leading the various navies of the Iron gulf on wild chases into unchartable reefs, destroying them and enabling his crewmates.
As years progressed he became more treacherous in his escapades leading to the plundering of various merchant vessels within the iron
gulf and a sizable bounty on his head.
Over the course of his life he founded the town of Rockkeep as a means to escape the permanent cat and mouse game of life at sea. Given to bouts of yearning he found himself on board his ship once again late in life. During this expedition he was tossed overboard in a storm of such intense ferocity his ship was sunk merely seconds after him. As he is drowning and on the verge of death, he reaches out to anyone, anything and is met with a dragon turtle a beast of a creature, that strikes a bargain with him. His life however long that remains for the destruction of all thing on the waters edge.
