The Khan
The Khan is the leader and the will of the people for as long as they should live, or unless they are removed from their position. They may set any law, appoint any position, and determine the overall direction of their people. When the previous Khan dies, or is removed, anyone may declare their intent to become the new Khan. If they do so, they must pass the "Trial of Three."
The Trial of Three
The Trial of Three is never the same. For each person, it is different. It is a brutal and unforgiving gauntlet that tests a person's ability to reason and make wise choices, their physical ability and horsemanship, and lastly their integrity, and each trial is designed in such a way that failing means death. This is to ensure that there are jealous rivals after the trials that may rise to cause civil war among the Ruhark.
Failing as a Khan
The Khan is not all powerful. By their most ancient tradition, any Khan may be removed should the majority of the people choose it so through an election. Should the Khan be voted out, he must be put to death, along with his mount, so that he may not incite civil unrest, or open rebellion.
