Bustopher Jones is not skin and bones--Bustopher Jones is the doted upon pet of an affluent family. He was formerly a stray and his family have spent a lot of time tending to and looking after him. He is well liked by the humans of St James’s, and most of them feed him - hence his size. This began even when he was a stray, as his sophisticated character charmed the residents. His vision is poor, which was the original reason his family took him in.
In fact, he's remarkably fat.

He was involved in getting Mistoffelees adopted in St James’s, and is quite fond of the lad. Bustopher sometimes refers to Misto as his nephew, and instructs him on being a proper gentleman.
Most of the Jellicles are unaware of Bustopher’s history, but none of them think it proper to pry. He is charming, sophisticated, and generous. Even Bustopher's near blindness is treated as nothing more than a mild eccentricity of his. Jennyanydots is particularly charmed by him, and he by her, but neither is bold enough to say anything.
At the Ball
On the night of the Ball, Jennyanydots made a nomination of Bustopher for the Jellicle Choice, which while surprising to the tribe and evidently not as well thought out as Munkustrap's nomination of Jenny herself, was met with wide approval. In response, Bustopher gifted Jenny the flower he had worn to the Ball that night - causing Jenny to swoon.After the Ball
After the Ball, Bustopher and Jenny discuss her nomination of him, which leads to them admitting their feelings towards each other. They begin courting and by the next ball they are officially mated. They have a healthy brood of six kittens, split into two litters of three. Their first, named sensibly by Jenny, are sons Peter and Jonathan, and daughter Daisy. Their second, given slightly fancier names by Bustopher, are daughters Beatrice and Clementine, and son Augustus. The second kittens are also known respectively as Trixie, Minty, and Augie.Relationships
History
Jenny and Bustopher spoke after her nomination of him, and admitted their feelings for one another. They began courting and became mates by the next ball. They have six kittens together, Peter, Jonathan, Daisy, Beatrice, Clementine, and Augustus.
