C.A.S.T

C.A.S.T is otherwise known as The Council of Arcane Storm Tracking
This is a group funded by the various governments of Savorah dedicated to understanding, tracking, and learning about Arcane Storms and ways to try and stop them or provide protection against them. Arcane storms are one of the most deadly phenomena in the world and it causes untold loss of life and damage to the people of the world. CAST has had some success learning how to deal with Arcane Storms by borrowing from a concept from Xoln using pillars to siphon off energy from the storms. These grounding towers are only able to diminish a storm so much before being overcharged and possibly even breaking.
CAST is based in Umser and is open to all people to come and assist the research. It is rare but on occasion, a visitor will come from the Draz Tyran to offer some insights but they only ever give just enough to aid a breakthrough that they were close to but missing just slightly. For the most part, the council is made up of elves, gnomes, and humans.
CAST has no real political power or military might while some of the scholars are effective mages their focus is on the research and not trying to grow their own influence using the organization, politically speaking most mages view it as a dead end as they do not believe that the Arcane Storms can be truly prevented or contained, while others believe it is possible as there are parts of the continent that do not have arcane storms at all.

To understand Arcane Storms and to protect people from them as best as possible. The group's overall goal is to eventually be able to prevent them from being created, but for now, they focus on protection against the storms.
