High Administrator Ularthi’el

As High Administrator, Ularthi’el has oversight of all civic functions within the city including taxation, finances, judiciary, guardsmen and the many thousand civil servants that facilitate the city. While he doesn’t have oversight of the higher profile areas of the city, Ularthi’el sits as the chair of the council, and as such wields to most power of any members. Because of this many citizens think more of the Stoneshields or Craghammers when they think of the powerful citizenry rather than the High Administrator.
Ularthi’el served as a servant of the city for over 100 years before being chosen for his current position. As such he has an unparalleled familiarity with the bureaucracies, laws and functions of the city.
He is quite slim and tall, measuring over 6 feet. He has a bald head, gaunt features and a hooked nose. His green eyes have a keen focus, and he wears half moon spectacles while reading documents that otherwise rest on a chain around his neck. He is most often seen in a loose flowing blue robes with silver trim.
