The Strangers
A very discrete group of individuals, all coming from different lives and backgrounds. Their main goal is to spread happiness and goodwill as they believe that all their hard work will one day be rewarded after they die. They are a very religous people group who seems to be genuine, but for the most part people just think of them as weird evangelists.
Structure
There is the figure head who is the master mind of the whole organization and is the one really running the whole thing. And he decides where the other followers go and say the the civilians of Hugo City.
Culture
Very very very very cult like. Super suspect for sure.

To bring everyone's eyes and mind to the light.
Assets
They own a small temple in the Eastern District.
