Armory Guild

Following the revolt lead by the Rogue King Trevyn, the Regents of The Four Kingdoms sought to prevent criminal elements from being able to raise an army. The Guild Armory seeks to maintain a level of control over weapons and armor to give hints of another attempt to overthrow the government  
In order to prevent militaristic uprisings and hoarding of weapons, the Four Kingdoms instituted the Armory Guild. A fixed number of registered armor and weapon smiths, and merchants licensed to do business. Every merchant has a list of smiths by whom they can solicit weapons and armors. Each smith has a registered mark that is carved, stamped, or otherwise imprinted on their works. While there is an intention to record keep the sale and purchase of weapons and armor, for most involved in day-to-day efforts, the bureaucracy of it is tedious and oft "forgotten".
Even with this institution, it is not illegal to own unmarked weapons. Not every weapon needs to be registered. Foreign visitors and the untamed wilds of Edarus make this unwieldy.
While governed by the same rules and laws, each armory operates independently, sometimes contracting out to local smiths and crafters, sometimes bringing in established workers approved for the work.
Any given armory will have some selection of weapons and armor, and depending on the number of magical crafters, a number of runes on-hand for immediate purchase, though commission work is also available. Options may vary as different runes outside the local catalog are salvaged from items of trade or purchase.
