University Premier
The Premier is the head of the Tor Golgottli academy and civic leader of the surrounding town. Other academies have had different titles for this position historically, but many are beginning to warm to the term Premier due to the ubiquity of Golgottlier mages. Unofficially, many leaders of arcane academies go by the title of Premier, while maintaining whatever cultural or historic title on official papers and correspondence.
Requirements
Only respected and well-studied mages are even eligible for appointment to the role of Premier. Almost all have been Dean of a college - or the equivalent before the colleges were created - and very few have held court mage positions or other non-academic professional positions. Many powerful and practiced mages are happy to settle for a deanship, while only the most ambitious even dream of running for Premier.
Appointment
When one Premier dies, abdicates, or reaches their 100th year in the position, the Deans of the college convene to elect a new Premier - nominally from among their ranks, though outsiders may put their names for consideration. Similar to the College of Cardinals choosing a new Pope in the Catholic religion, this leads to infighting and polarization of the Deans, which sometimes makes it easier for external candidates to succeed. In order for an external or non-Dean candidate to be considered, they must have studied at Tor Golgottli or another prestigious arcane academy, have a respected record of conduct and inoffensive research (no necromancy or questionable magic), and submit to magic-checked questioning over their backgrounds (i.e. using the zone of truth spell to make sure they are not lying).
