The Disciples of Tolagos unleash Apogees on the city of Lukai

In the second to last year of the war, desperate for victory at a major city in the Teutani States, the Tolagos and his followers attacked the fortress-city of Lukai. Rather than a long siege they decided to use magic. One of the higher abilities of dark magic, kept secret for fear of public backlash, is to blight areas with dark magic so that it spawns Apogees. They decided to use this against the entire city, killing millions of civilians, in hopes that it would allow for a swift end to the war. Instead it lost the Cyanni nearly every ally they had. The Cyanni government didn't find out about this event until after the war.   Lukai remains a haven for Apogees to this day.
