Formed nearly a thousand years ago by the moon elf settlements of the Aquitaine Islands to resist westward expansion by the Ithean Empire, the Most Serene Edessan League is a sovereign confederation that endures not through military might, but through cultural prestige, aristocratic tradition, and unwavering refinement. Comprising twelve ancient city-states, the League was founded as a pact of mutual preservation and shared values. At its center lies the island city of Hyères, which serves as the ceremonial heart of the League and hosts the Haute Assemblée. Each city-state governs itself independently, yet all contribute representatives to this council, which oversees League policy, handles foreign affairs, and acts as the ceremonial voice of elven unity in the Sea of Riches.
Centuries of relative isolation have allowed Edessan society to flourish undisturbed. Its noble families trace their bloodlines back over a millennium, and the cultural continuity of the islands is reflected in every facet of daily life—from moonlit rites and arcane academies to formal duels and fashion salons. Today, Edessan traditions shape the cultural landscape of the Sea of Riches, emulated by foreign courts and envied by rival nations.
Though no longer a maritime superpower, the League still commands the Edessan Fleet, a small but disciplined naval force tasked with protecting the Aquitaine coastlines. All twelve city-states are required to contribute troops or coin to a central treasury maintained in Hyères, which funds the League’s shared defenses, public works, and ceremonial obligations.
While decisions are made slowly, they are rarely made without care. Bound by oaths of mutual defense, ceremonial law, and a shared cultural inheritance, the city-states act in concert when the dignity or autonomy of Aquitaine is at stake. It seeks to preserve a high-elven way of life centered on beauty, etiquette, arcane scholarship, and lunar devotion. To this end, the League promotes the arts, funds public festivals and magical institutions, and carefully curates its image across the Sea of Riches. The League is also deeply concerned with preventing foreign powers—especially human ones—from gaining influence within its territory. While not expansionist, it is fiercely protective of its borders, its customs, and its dominance in high culture. The League seeks to avoid open warfare, preferring to isolate or undermine rivals through diplomacy, economic pressure, or scandal. The Edessan League’s principal trade partner is the Republic of Caspia, with whom it shares a complicated yet mutually beneficial bond. While Edessan nobles may outwardly scoff at Caspian vulgarity, the reality is that Caspia adores Edessan culture—its fashion, philosophy, language, and ceremonial order—and has elevated it to near-religious status among its upper classes. Trade between the two powers is brisk, and many of the League’s wealthiest city-states depend on Caspian markets to sustain their luxurious lifestyles. Relations with the Tyrennian city-states are similarly warm, particularly with those that have long admired Edessan elegance and mirrored its artistic sensibilities. Meanwhile, the League views the Aloen Empire and Xvimnian Alliance with suspicion. The Aloen Empire’s vast wealth and aggressive diplomatic overtures are viewed as a veiled attempt to extend control over the Sea of Riches, and many within the League regard their charm as camouflage for domination. Xvimnian emissaries, meanwhile, are not even permitted to enter Hyères, their ideology considered wholly incompatible with the Edessan way of life. Internally, the League is defined by refined rivalries between its twelve city-states, each striving to distinguish itself in art, scholarship, and courtly display. While outwardly unified under the Haute Assemblée, power plays, ancestral grudges, and whispers of intrigue constantly simmer just beneath the League’s serene facade.
