Perennial Guilds
The Perennial Guilds are a collection of very powerful organizations that run major parts of the government in the Sun Court. These Guilds include the autumn, winter, spring, and summer guilds and control the economic, education, judicial, and militaristic systems of the Tuatha de Danann.
The Guilds started as one guild of poets (bards and wizards) who ran a small guild divided into the seasonal factions observed now. The Guild was originally designed to allow for the making of magical items for militaristic and educational purposes. The founders of The Guild were the makers of 4 famous treasures known as the treasures of the Tuatha de Danann, the whereabouts of which are mostly unknown.
Although the Perennial Guilds work as a force of progress moving away from tradition, the rank of Eladrin is still a recognized title and is highly revered. Referring to the first Irish civil war, the Eladrin were a race of Fey that controlled most of Ireland and started the Tuatha de Danann. Their name has been immortilized in the guilds as a title in honor of their history. The Eladrin mostly died off in the war or were lost through gene mixing as a form of genetic extinction. The only known pure Eladrin left are those of the Solstice Family who are half of the ruling force of the Sun Court in the royal assembly.
Structure
The Perennial Guilds are divided into four factions named after the seasons with guild masters sitting atop each. These guild masters are considered high Eladrin and reign over the guild as well as form the Counsel of Falias. Eladrin in the guilds are high ranking people who have been given an award of excellence in their field. This is basically the equivalent of a ranking official in the military or a position in office.
Public Agenda
The Perennial Guilds are the government and stability of the Sun Court whose primary purpose is to maintain order and economic stability.
Assets
Manufactured goods, books, military, ships, construction, and more. The Perennial Guilds provide most of the Sun Court's exports and are a major part of the Court's economy. By themselves the guilds are quite wealthy but with noble and royal endorsements they have become an economic powerhouse. This is mostly due to the Autumn and Winter guilds that develope new technologies and construction projects with the occasional hand from the sun court.
History
The Perennial Guilds started as a collection of nobles and government officials that worked during the times of the Eladrin reign and it's transitional period to a more diverse court. The guilds used to all be one with the seasons being factions that determined one's season when they became an Eladrin rank. This guild was led by a group of bards and wizards who worked as poets and developed magical items before all individually leaving in search of knowledge and leaving the guilds in their path.
Demography and Population
The Perennial Guilds have about the same demographics as the Sun Court as a whole and doesn't generally discriminate against race anymore than the Sun Court itself does. Elves are still the most common race to be employed in the Perennial Guilds but this is just due to their sheer numbers within the upper echelons of the Sun Court.
The Perennial Guilds act as a common place for many people to find work within the sun court due to the amount of different types of business and government that they control. The amount of workers in the guilds stretch into the hundred thousands. A generally inclusive hiring policy and a constant need for more manpower means that guild worked are common and well respected.
Territories
The Perennial Guilds occupy anywhere that the Sun Court does.
Military
The Summer Guild is a massive military organization within the Perennial Guilds and hires voluntary soldiers who are treated well for the most part and who interact with other guilds often. Soldiers will be used as construction workers for the Autumn Guild or will test new equipment for the Winter Guild or many offer higher ranked soldiers as body guards for high personnel court cases.
At the top of the Pecking order is the guild leader and below them are the honored and revered Eladrin. Below them are grunts with their own ranks detailed by merit scores.
Technological Level
The Winter Guild is in charge of scientific and magical research within the Sun Court and that includes weaponry, transportation, spell writing, etc.. Things like short range teleportation available to soldiers of Eladrin rank and potions of giant strength for construction crews make it possible for the smaller Sun Court to stand strong against the Moon Court. Research on the utilization of photosynthesis and solar energy is a priority for the Winter Court currently and will hopefully lead to a large technological leap soon.
Foreign Relations
The Perennial Guilds don't interact with many people or civilizations outside of the Sun Court and leave most international political work and diplomacy to the Royal Family (with help from the Autumn Guild on occasion). They do interact with viking culture though due to the immigrants that live in some of their eastern cities. Scandinavian immigrants aren't often employed in the guild system likely due to a lack of applicants. They are still respected and protected by the guilds though even if they aren't widely accepted throughout the sun court.
Agriculture & Industry
Agriculture and industry of the Sun Court are run by their Autumn Guild which manages the economy and public work projects as well as maintaining cities and infrastructure. The Autumn Guild controls the circulation of gold and food among the Sun Court but notably doesn't control budgets of the guilds, including itself. This task is achieved by the high treasurer.
The Autumn Guild employs some farmers that provide food for the Sun Court within its larger cities. They also make sure that workers are happy and keep industrialization humane but still ever-growing.
The use of the printing press is also managed by the Autumn Guild in cooperation with the Winter Guild who together form a source of information for wealthy civilians.
Trade & Transport
The Perennial Guilds actually have little to do with civilian transportation and trade and simply keep it in check and within the Spring Guild's guidelines. Most trade and transportation systems are run by the people who manage their own economy while the Autumn Guild determines money circulated.
Education
Training is often offered as well as mentoring within guilds that can give trainees ways to learn on the job and fill their preferred role. Depending on the rank that someone wants to achieve, a different level of external education or training may be needed.
Infrastructure
The Perennial guild halls are 4 buildings located in the capital of the Sun Court, Falias, that house the guild leaders and form the Falias Counsel hall. Aside from the infrastructure required for the collective of the four guilds, the Autumn Guild also manages most of the Sun Court's infrastructure required for civilization.

Currency
The Perennial Guilds run off of the gold piece standard but also use a merit system where workers at the guild can barter and use rank and merit like a credit score to borrow things within the guild or from other guilds.
Major Exports
In a similar way to how the Perennial Guilds don't often import raw materials, they don't often export goods and rely on citizens and smaller guilds to manufacture goods to be traded internationally.
Major Imports
The Perennial Guilds have little to do with the manufacturing of goods and thus rely on citizens and goods from the royal families and nobles.
Legislative Body
All legislature in the Sun Court is run by the spring guild with laws being made and enforced by them.
Judicial Body
The judicial system of the Sun Court is a primitive one but for how strange the land is, it does its best. The spring guild runs the official equivalent of the supreme court although it tends to give individual cities a great deal of legal autonomy in how they run their justice systems.
