Sommerset Isles

Technically a monarchy, the Sommerset Isles are often mistaken to be an archipelago by those who are unfamiliar with the nation. They are made up of seven stars in close proximity which have sixteen habitable planets, each of which is ruled by one of the Seventeen Families, highborn fey who are the true rulers of the oligarchy which runs the nation.
The king or queen of the nation is a completely powerless figurehead who is replaced by the Seventeen Families every nine years. The post is considered a reward which a common member of society can be given, living in the lap of luxury for nine years. Similarly, there's a senate, but it's composed of fey whose entire task is to debate and waste time, while occasionally passing laws for the Seventeen. The remainder of the government is a horrific bureacracy who will bounce petitioners between departments endlessly unless supported by one of the Seventeen, which is why other nations recommend approaching the families directly to get anything done.
Each of the Seventeen Families control a single planet, except for the family in charge of orbital infrastructure, and most tend to focus on a single industry, which leads to enclaves of each family on all worlds of the Isles. However all of them have numerous businesses and enclaves across all the others, and there is an incomprehensible web of relationships and rules involving their interactions with one another.
