Draconic Secure Messages

Dragon secure messages are an expensive but reliable way of communicating securely.

Such messages can only be opened inside a draconic embassy and are carried from one embassy to the next aboard heavily armed and armored transit ships, never touching outside datanets and even being restricted to segregated internal datanets in the embassies themselves.

In theory, such secure messages could be intercepted, but the only times this is known to have happened were the fault of the person sending or receiving the message.
