Emperor’s Decree IX:

  1. "From the Twelfth Day of Solas 1331, any individual found to be committing, or have committed a magical act, without an authentic ‘Magical Practitioner’s Licence’, will be guilty of an offence under Emperor’s decree IX."   Please note that for the purposes of this decree ‘magical acts’ include, but are not limited to: incantations, invocations, enchantment, bewitchment and necromancy.   2. Any individual over the age of 16 who stands accused of having committed a magical act without the possession of an appropriate licence will be subject to a trial. This trial will take place at ‘The Office for Magical Regulation’ in the Grand City of Malvarron. It will be presided over by the newly appointed ‘Chief Overseer for Magical Incidents,’ who will determine an appropriate sentence.   3. An application for a ‘Magical Practitioner’s Licence’ can be submitted to the Office for Magical Regulation in the City of Malvarron or to any approved Magical Regulator within an individual’s local jurisdiction. Licences may be subject to a fee.   4. The parent, or guardian, of any child under 16 years of age, who possesses magical abilities, must register the existence of magical aptitude on behalf of the child. Failure to do so will result in the confiscation of said child, and a fine or imprisonment for the guardian(s) of the child.   The child must be allocated to an appropriately licenced magical teaching establishment or facility until the child comes of age. In this instance appropriate establishments include state approved magical institutions, temples or physician facilities where they will remain under the supervision of a licenced practitioner.   5. Individuals over the age of 16 who possess powers of healing, have additional responsibilities. Prior to the attainment of a ‘Magical Practitioner’s Licence’, the individual must register with a relevant temple for their chosen denomination or with a state approved physician. The individual must complete a program of magical competency before a licence can be approved."  

Emperor’s Decree X:

  1. From the Twelfth Day of Solas 1331, it will be an offence under Emperor’s Decree X to sell or distribute magical objects, or material, without the possession of a ‘Distribution of Magical Objects Licence.’   Magical items include magical implements such as as staffs, wands and grimoires; enchanted objects such as armour, weaponry and jewellery and magical potions with the exception of ointments, salves and herbal brews explicitly for health reasons. Enchanted health poultices may be issued by a licensed healer or physician, but their use must be recorded on an auditable ledger.   2. It is the vendor’s legal responsibility to check the buyer’s credentials and licences, record the sale of a magical object on a ledger and issue the buyer with a ‘Certificate of Magical Purchase’. An Officer of Magical Regulation or a ranking member of the City Watch must sign the certificate. Failure to do so can result in the termination of vendor’s business and arrest pending trial.   Anyone found in possession of a magical object without a signed ‘Certificate of Magical Purchase’ or a ‘Magical Practitioners Licence’ will be detained until such a time it can be determined where said item originated from."   *These decrees have been signed and approved by his majesty, Grand Emperor Augustas Malvarro of the Malvarron Empire.   Gods save the Emperor.
