Yeong-Hui, from a tiny island in the west, boasted the reputation as one of the greatest Divinitian loyalists to come from a non-Divinitian territory. Her emigration and integration into mainland Divinice was viewed as inspiring rhetoric by the ruling classes, and her later ascension to the throne of Empress cemented her as a great tool of propaganda, least of all her own. She sought about merging her home into the empire, alongside a few of her small island neighbours, strengthening Divinitian claim to the western seas and increasing trade. The loyal states were spoiled with the influx of traders, and she insisted on celebrating a variety of local traditional events personally, as a way of winning the favour of the people. It is widely told, yet somewhat disputed, that in doing so Yeong-Hui accidentally insulted the southern Stolisi, by bringing her faith in Ylais into a ritual largely revolving around Kysro. It was seen as an accident initially, but when she continued to make the same 'mistake' every time she appeared in Stolisi rituals, it became clear she had no faith in Kysro. Stolisi outrage at their Kysroan culture being ignored led to an infamously failed revolt. And while Yeong-Hui took it with characteristic grace, her successor would not.
