Humans adopt a policy of exiling human criminals creating havoc in the rest of Arrhynsia during the Second Wave.

Alicia the Shrewd insitutes a cost cutting policy to exile or decapitate criminals rather than house them ate the expense of the crown. Other governments identifying this as a useful and effective cost cutting measure follow suit. Exiles often found their way to the Arrhynsian mainland and created untold havoc with the established governments of other races.   Many current stories of human perfidy date back to the time of this wave of involuntary human immigration.
