The City-State of Haven

History

Founded in the early 1700s, Haven is a historically African-American town founded as a refuge for free people in the United States. The population at the time being a mixture of those who can conjure magic and those that could not. In that time, those with the ability to conjure magic would be called upon to defend the budding city-state which many did without question.
Being so far from the major colonies at the time, the city-state had the time to focus on important foundations such as voting on the government structure, education, housing, diplomacy, and agriculture. It took several nights, but the key decisions made surrounding the government are written in Haven's Constitution which cements the foundations for government policies, the militia, and announcing themselves as the nation.
While a refuge for many that didn't want to live in the United States, Haven was not without internal strife in the beginning leading to the Magi Revolution, a pivotal revolution responsible for the current structure of Haven.
