Tower of Vell

The Headquarters and Operations Center for the ORDER OF VELL. It housed the VELL GARRISON , the LEADERSHIP COUNCIL, and the Training Academy. It also housed the many political prisoners held by the Paladins, and no one knows the depths and limits of its lower levels.
