Senate of Vell

The City of Vell was ruled by its Emperor of Vell and it's Senate.  The Senate was made up of the heads of the leading families of Vell.  While predominantly Elven in composition it did have humans and others that had reached this level of Rank.  
These families also made up most of the administrative and military leadership of the City as well.  Senior adminstrative and military command was always vested in members of the Senate.  And many offices had to be held to be eligible for these higher offices even then.
