Monks of Vell

As the City of Vell grew it attracted many from various organizations and professions.  Monks flocked there as it was a center of Law and Justice.  Soon many orders had their chapter houses there.  The state drew heavily on them for their bureaucracy.  Until they became one and the same with each order being tied to a specific bureau of the government.  
The Monks became feared throughout the land as they were the administrators of the heavy handed Law and Justice that Vell delivered to its citizens and subjects.  The only group more feared than the Monks were the Paladins who were even more active in the suppression of the people of Vell.
Following the WAR OF CHAOS Monks are considered an outlaw group in much of the land, and are not welcome in many places.
