Rheon Candeltreow

Rheon is a follower of the Whispering One because he wants to move up the power ladder. He sees people as members of a network. That collective can achieve things and individuals within it are nodes in this network that if rearranged/removed can make a more useful network for Rheon to exploit. His career goals are to rule a corner of the world so that he can get a network of people working as efficiently as possible. The number of people doesn't matter. It matters that the network is happy overall. If people need to die/be expelled from the network to make that happen then so be it.   Most nights Rheon goes to one of three places. It used to be four but he no longer goes to the Lothic Church of Branwenn as his cousin, Aelswithe Candeltreow is essentially imprisoned there.   1. Tadodaho's Storehouse - Rheon goes here when there is dew on his windowsill (he's a superstitious person) to talk to Tadodaho about who is asking for crafts and trade for tools in Eistedfodd. By knowing who is asking for what tools/materials he can understand how the "network" is working and where to apply pressure where he can. Tadodaho hates that he's being taken advantage of and tries to get as much leverage for his people as possible through this arrangement. Tadodaho is very careful to not thank Rheon for the favors he does for the halflings as he believes that this is Rheon's job. It's a very skeezy job at that.   2. The Cyclic Temple - Rheon goes here when he sees (not hears!) a goldfinch on his morning walk. Rheon goes here to meet with the elders of the Cyclic religion. These elders are all dead except for Jevon the Jovial, a human who is incredibly sick with the pestilence. The new "senior" members of the Cyclic temple are Ricberht the Big Hurt who just arrived in Eistedfodd because Jevon asked him to help out in their time of need, Heddwyn the Goblin who is in early adulthood, and Newlyn the meek gnome who is terrified of their imposter syndrome. Rheon goes here to understand how different members of society are feeling because the actions people take are vary dependent on the feelings they are going through. Those who are interacting with religion are most "manipulatable". Also this is the best hunting ground for recruiting members for The Whispering Cult. He approached the Lothic Church of Branwenn in the same way when he was going there.   3. The Barracks - If Rheon hears a married couple fighting in the morning he goes to the Barracks for the town guard/soldiers in the evening. He goes to speak to Olwyn, the general of the town guard and Eistedfodd army in times of war about how they can exert pressure on those of Eistedfodd who are manipulable. Essentially this group is run like a gang. Protection money/services are asked for and the guard acts in disguise/in the open depending on what is most advantageous. This faction is very in the bag with the Cult of Whispers.
