Is a Sea Hag/Sea Fury who is killing hags in Aoghal to accumulate power so that she can defend herself from Sedna, an archfey that borders on having hag like characteristics. She is obsessed with power and thusly imprinted on Folas when he cast polymorph on her (unsuccessfully). She is using her connection to him to learn about this powerful group she has stumbled across. She doesn't know much yet about them. But she will. Knowing Noga accesses dreams and poses as a kindly grandma to ask the dreamer about their life.
The form they met in Beds in Flokkalandur was her end of the horror movie kill mode. She normally looks much more chill. Thin and with a weak chin. Always dressed in emerald somewhere in her outfit.
Knowing Noga was a bookkeeper (and not a hag) in the time of Tashkent first colonizing Aoghal. She found a Chirchik rod and gained sorcerous powers from it. Somehow she was warped by this experience into an irredeemably awful and manipulative person and became a witch by way of being a sorcerer. She is the Old Woman Elliwick if Elliwick embraced evil. Knowing Noga did the prophecy, opened the chirchik door, was filled with regret over bringing Tashkent to Aoghal, the adoring public turned on her, she tried to undo the mess but she failed. Public opinion stayed anti Noga and it slowly changed her into a Hag. Now she sees that bitterly as what brought her low and what she punishes the world for out of spite. Elliwick pursuing the prophecy is a surefire way to make her life more difficult as Tashkent can unify Aoghal and unified people are less vulnerable than separate ones. She doesn't care about Aoghal. Its more of a protect the status quo impulse than altruism. She knows Elliwick is doing this.
