Tepeco
A collection of kingdoms agreed with one another to share land and resources, etc..
To spare you the clicks, all the links are descriptions of that place's climate/landscape, don't bother. I'm getting there, I'm not there yet. Most of them are cold and dry and mountainous.
Structure
No single leader over the lot is ruled, and so each kingdom is a smaller one unto itself. The eleven (I think) vicekingdoms work together as needed with the others bearing witness to maintain agreements. Each of the kingdoms, for the sake of consistency, has individual mayors over each city in their regions.
Public Agenda
They play it as though they've organized to protect themselves from the invasive civilized peoples, though they're not much better themselves.
History
Originally started as a single kingdom that, instead of deciding to invade and take over, drew agreements of allyship and then trade agreements, and eventually took in several kingdoms around it. After the as-yet-unnamed War started, they banded together with more ferocity, invited more to join them with promise of protection from the invading Religious Zealots, and eventually drawing a truce between Kargachia and Tepeco once the mountains rode.
