In order to move sand you need two parts air for every part of sand.

Manifestation

Improperly balanced movements fail to work or work too weakly to be effective. the expression of the sacrifice remains the same it is the warlocks job to balance their own spells once cast. this is where skill as a caster comes in spells that are within a standard deviation will still work but the close to 2:1 you are the better the spell works. a standard deviation is .25 parts off so a spell that is 1.25:1.75 will work but only just strong enough to be considered successful.

Localization

locations with extra wind may allow a mage to use less generated wind in a spell but they still have to balance all of them making this even more complicated.
